Youth opportunity in India: the YouthPOWER framework

The YouthPOWER framework measures opportunity for young people across five pillars: Participation, Opportunity, Workforce, Education, and Skilling. Y-POWER scores aggregate eighty-plus indicators per district into a single comparable number.

India has 36 states and union territories and roughly eight hundred districts. Of a total population of about 140.13 crore, 41.24 crore are between 15 and 29.

The YouthPOWER framework measures opportunity for young Indians across five pillars. Participation captures civic and democratic engagement at the local level. Opportunity captures the economic infrastructure that enables work and enterprise. Workforce captures actual labour market outcomes. Education captures schooling and learning. Skilling captures vocational training and certification.

Each pillar combines indicators from official government sources. The composite Y-POWER score for a district aggregates all five pillars on a 0-100 scale, allowing direct comparison across India's roughly eight hundred districts.
