78% of registered enterprises are in services while 22% are in manufacturing. Only 2% of employment is in small and medium enterprises. Only 54% of school-age children are enrolled in higher secondary school (classes 9–12). 50% of ITI trainers are certified.
In Eluru, which ranks 21 of 27 in Andhra Pradesh for youth opportunity, the overall opportunity score is 45.3 out of 100. It trails the national picture on ITI seats in government institutes at 31.2%. On skilling trainees who get certified at 98.7%, it sits close to the national mark.
