Lower Dibang Valley trains 1,654.5 youth per lakh under short-term skilling programmes, better than the typical district. 30.5% of young women aged 15 to 21 are out of education, close to the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
74% of registered enterprises are in services while 26% are in manufacturing. Only 4% of employment is in small and medium enterprises. Only 46% of school-age children are enrolled in higher secondary school (classes 9–12). Only 18% of ITI trainers are certified.
In Lower Dibang Valley, which ranks 5 of 27 in Arunachal Pradesh for youth opportunity, the overall opportunity score is 53.6 out of 100. It runs ahead of the national picture on women in the labour force at 63.3%. On skilling trainees who get certified at 98.5%, it sits close to the national mark.
