Lower Siang trains 5,576.3 youth per lakh under short-term skilling programmes, better than the typical district. 30.5% of young women aged 15 to 21 are out of education, close to the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
53% of registered enterprises are in services while 47% are in manufacturing. Only 6% of employment is in small and medium enterprises. 70% of school-age children are enrolled in higher secondary school (classes 9–12).
In Lower Siang, which ranks 8 of 27 in Arunachal Pradesh for youth opportunity, the overall opportunity score is 52.4 out of 100. The district runs ahead of the national picture on women in the labour force at 63.3%, while it lags on skilling trainees who get certified at 72.1%.
