The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
66% of registered enterprises are in services while 34% are in manufacturing. Only 4% of employment is in small and medium enterprises. Only 33% of school-age children are enrolled in higher secondary school (classes 9–12).
In Lower Subansiri, which ranks 13 of 27 in Arunachal Pradesh for youth opportunity, the overall opportunity score is 50.5 out of 100. It runs ahead of the national picture on women in the labour force at 63.3%. On skilling trainees who get certified at 94.2%, it sits close to the national mark.
