Pakke Kessang trains 3,462.9 youth per lakh under short-term skilling programmes, better than the typical district. 30.5% of young women aged 15 to 21 are out of education, close to the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
54% of registered enterprises are in services while 46% are in manufacturing. Only 41% of school-age children are enrolled in higher secondary school (classes 9–12).
In Pakke Kessang, which ranks 22 of 27 in Arunachal Pradesh for youth opportunity, the overall opportunity score is 48.5 out of 100. The district runs ahead of the national picture on women in the labour force at 63.3%, while it lags on skilling trainees who get certified at 80.8%.
