Dhubri trains 538.9 youth per lakh under short-term skilling programmes, better than the typical district. 37.2% of young women aged 15 to 21 are out of education, behind the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
68% of registered enterprises are in services while 32% are in manufacturing. Only 2% of employment is in small and medium enterprises. 64% of school-age children are enrolled in higher secondary school (classes 9–12).
In Dhubri, which ranks 31 of 35 in Assam for youth opportunity, the overall opportunity score is 41.2 out of 100. It trails the national picture on women in the labour force at 23.6%. On skilling trainees who get certified at 96%, it sits close to the national mark.
