Rohtas trains 79.2 youth per lakh under short-term skilling programmes, behind the typical district. 19.7% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
76% of registered enterprises are in services while 24% are in manufacturing. Only 4% of employment is in small and medium enterprises. Only 52% of school-age children are enrolled in higher secondary school (classes 9–12). Only 12% of ITI trainers are certified.
In Rohtas, which ranks 3 of 38 in Bihar for youth opportunity, the overall opportunity score is 45.1 out of 100. It trails the national picture on women in the labour force at 15.7%. On skilling trainees who get certified at 97.3%, it sits close to the national mark.
