Saharsa has 215 ITI seats per lakh youth, behind the typical district. Of these, 55.5% sit in government institutes, close to the typical district. The Private ITI fills the remaining share of trade training capacity in the district.
75% of registered enterprises are in services while 25% are in manufacturing. Only 3% of employment is in small and medium enterprises. Only 40% of school-age children are enrolled in higher secondary school (classes 9–12). Only 13% of ITI trainers are certified.
