Siwan trains 192 youth per lakh under short-term skilling programmes, behind the typical district. 31.7% of young women aged 15 to 21 are out of education, close to the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
72% of registered enterprises are in services while 28% are in manufacturing. Only 2% of employment is in small and medium enterprises. Only 41% of school-age children are enrolled in higher secondary school (classes 9–12). Only 10% of ITI trainers are certified.
In Siwan, which ranks 14 of 38 in Bihar for youth opportunity, the overall opportunity score is 43 out of 100. It trails the national picture on women in the labour force at 25.2%. On skilling trainees who get certified at 96.7%, it sits close to the national mark.
