Vaishali trains 208.6 youth per lakh under short-term skilling programmes, behind the typical district. 29.6% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
74% of registered enterprises are in services while 26% are in manufacturing. Only 2% of employment is in small and medium enterprises. Only 54% of school-age children are enrolled in higher secondary school (classes 9–12). Only 24% of ITI trainers are certified.
In Vaishali, which ranks 12 of 38 in Bihar for youth opportunity, the overall opportunity score is 43.4 out of 100. It trails the national picture on women in the labour force at 24%. On skilling trainees who get certified at 92.9%, it sits close to the national mark.
