North Goa trains 54.3 youth per lakh under short-term skilling programmes, behind the typical district. 28.4% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
83% of registered enterprises are in services while 17% are in manufacturing. Only 7% of employment is in small and medium enterprises. 75% of school-age children are enrolled in higher secondary school (classes 9–12). Only 37% of ITI trainers are certified.
In North Goa, which ranks 1 of 2 in Goa for youth opportunity, the overall opportunity score is 65.6 out of 100. It trails the national picture on women in the labour force at 34.4%. On skilling trainees who get certified at 100%, it sits close to the national mark.
