Surat trains 210.2 youth per lakh under short-term skilling programmes, behind the typical district. 54.3% of young women aged 15 to 21 are out of education, behind the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
53% of registered enterprises are in services while 47% are in manufacturing. Only 11% of employment is in small and medium enterprises. Only 58% of school-age children are enrolled in higher secondary school (classes 9–12). Only 31% of ITI trainers are certified.
In Surat, which ranks 6 of 33 in Gujarat for youth opportunity, the overall opportunity score is 53.1 out of 100. On skilling trainees who get certified at 98% and women in the labour force at 48.5%, it sits close to the national mark.
