The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
70% of registered enterprises are in services while 30% are in manufacturing. Only 12% of employment is in small and medium enterprises. 60% of school-age children are enrolled in higher secondary school (classes 9–12). Only 30% of ITI trainers are certified.
In Panipat, which ranks 15 of 22 in Haryana for youth opportunity, the overall opportunity score is 52.5 out of 100. It trails the national picture on women in the labour force at 31.9%. On skilling trainees who get certified at 96.9%, it sits close to the national mark.
