Kullu trains 1,004.6 youth per lakh under short-term skilling programmes, better than the typical district. 34.3% of young women aged 15 to 21 are out of education, close to the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
