73% of registered enterprises are in services while 27% are in manufacturing. Only 2% of employment is in small and medium enterprises. 70% of school-age children are enrolled in higher secondary school (classes 9–12). Only 37% of ITI trainers are certified.
In Kullu, which ranks 12 of 12 in Himachal Pradesh for youth opportunity, the overall opportunity score is 51.7 out of 100. The district runs ahead of the national picture on young people in the labour force aged 15 to 29 at 63.2%, while it lags on self-employed workers at 79.5%. On skilling trainees who get certified at 94.8% and women-owned enterprises at 10%, it sits close to the national mark.
