Lahaul and Spiti trains 224.9 youth per lakh under short-term skilling programmes, behind the typical district. 45.7% of young women aged 15 to 21 are out of education, behind the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
88% of registered enterprises are in services while 12% are in manufacturing. Only 1% of employment is in small and medium enterprises. Only 42% of school-age children are enrolled in higher secondary school (classes 9–12). 50% of ITI trainers are certified.
In Lahaul and Spiti, which ranks 11 of 12 in Himachal Pradesh for youth opportunity, the overall opportunity score is 52.7 out of 100. It runs ahead of the national picture on women in the labour force at 68.5%. On skilling trainees who get certified at 100%, it sits close to the national mark.
