Idukki trains 51.4 youth per lakh under short-term skilling programmes, behind the typical district. 24.1% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
76% of registered enterprises are in services while 24% are in manufacturing. Only 6% of employment is in small and medium enterprises. Higher secondary enrollment (classes 9–12) is 147%, likely reflecting students enrolling from neighbouring areas. Only 17% of ITI trainers are certified.
In Idukki, which ranks 10 of 15 in Kerala for youth opportunity, the overall opportunity score is 54.6 out of 100. It runs ahead of the national picture on women in the labour force at 56%. On skilling trainees who get certified at 100%, it sits close to the national mark.
