Kannur trains 61.2 youth per lakh under short-term skilling programmes, behind the typical district. 20.2% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
79% of registered enterprises are in services while 21% are in manufacturing. Only 5% of employment is in small and medium enterprises. 73% of school-age children are enrolled in higher secondary school (classes 9–12). Only 37% of ITI trainers are certified.
In Kannur, which ranks 7 of 15 in Kerala for youth opportunity, the overall opportunity score is 56.7 out of 100. It trails the national picture on women in the labour force at 33.4%. On skilling trainees who get certified at 88.7%, it sits close to the national mark.
