Kargil trains 611.3 youth per lakh under short-term skilling programmes, better than the typical district. 3.8% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
72% of registered enterprises are in services while 28% are in manufacturing. Only 2% of employment is in small and medium enterprises. 64% of school-age children are enrolled in higher secondary school (classes 9–12).
In Kargil, which ranks 2 of 2 in Ladakh for youth opportunity, the overall opportunity score is 52.2 out of 100. It runs ahead of the national picture on women in the labour force at 63.3%. On skilling trainees who get certified at 97.4%, it sits close to the national mark.
