Leh trains 260.9 youth per lakh under short-term skilling programmes, close to the typical district. 3.8% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
78% of registered enterprises are in services while 22% are in manufacturing. Only 5% of employment is in small and medium enterprises. Only 55% of school-age children are enrolled in higher secondary school (classes 9–12). Only 15% of ITI trainers are certified.
In Leh, which ranks 1 of 2 in Ladakh for youth opportunity, the overall opportunity score is 59.2 out of 100. It runs ahead of the national picture on women in the labour force at 63.3%. On skilling trainees who get certified at 100%, it sits close to the national mark.
