78% of registered enterprises are in services while 22% are in manufacturing. Only 5% of employment is in small and medium enterprises. Only 55% of school-age children are enrolled in higher secondary school (classes 9–12). Only 15% of ITI trainers are certified.
In Leh, which ranks 1 of 2 in Ladakh for youth opportunity, the overall opportunity score is 59.2 out of 100. It trails the national picture on young people in the labour force aged 15 to 29 at 32%. On skilling trainees who get certified at 100%, self-employed workers at 62.4% and women-owned enterprises at 20.8%, it sits close to the national mark.
