Dhule trains 102.7 youth per lakh under short-term skilling programmes, behind the typical district. 36.6% of young women aged 15 to 21 are out of education, close to the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
78% of registered enterprises are in services while 22% are in manufacturing. Only 4% of employment is in small and medium enterprises. 70% of school-age children are enrolled in higher secondary school (classes 9–12). Only 14% of ITI trainers are certified.
In Dhule, which ranks 33 of 36 in Maharashtra for youth opportunity, the overall opportunity score is 41.2 out of 100. On skilling trainees who get certified at 97.1% and women in the labour force at 51.8%, it sits close to the national mark.
