Mumbai trains 90.2 youth per lakh under short-term skilling programmes, behind the typical district. 24.5% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
77% of registered enterprises are in services while 23% are in manufacturing. Only 21% of employment is in small and medium enterprises. Only 59% of school-age children are enrolled in higher secondary school (classes 9–12). Only 12% of ITI trainers are certified.
In Mumbai, which ranks 1 of 36 in Maharashtra for youth opportunity, the overall opportunity score is 66.4 out of 100. It trails the national picture on women in the labour force at 31.4%. On skilling trainees who get certified at 92.5%, it sits close to the national mark.
