The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
56% of registered enterprises are in services while 44% are in manufacturing. Only 1% of employment is in small and medium enterprises. Only 45% of school-age children are enrolled in higher secondary school (classes 9–12). 75% of ITI trainers are certified.
In Ukhrul, which ranks 7 of 16 in Manipur for youth opportunity, the overall opportunity score is 50.7 out of 100. On skilling trainees who get certified at 100% and women in the labour force at 48.8%, it sits close to the national mark.
