North Garo Hills trains 87.4 youth per lakh under short-term skilling programmes, behind the typical district. 28% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
71% of registered enterprises are in services while 29% are in manufacturing. Only 2% of employment is in small and medium enterprises. Only 42% of school-age children are enrolled in higher secondary school (classes 9–12).
In North Garo Hills, which ranks 12 of 12 in Meghalaya for youth opportunity, the overall opportunity score is 39.9 out of 100. The district runs ahead of the national picture on women in the labour force at 67.2%, while it lags on skilling trainees who get certified at 30.8%.
