Kalahandi has 481.8 ITI seats per lakh youth, behind the typical district. Of these, 66.1% sit in government institutes, better than the typical district. The Private ITI fills the remaining share of trade training capacity in the district.
80% of registered enterprises are in services while 20% are in manufacturing. Only 3% of employment is in small and medium enterprises. 63% of school-age children are enrolled in higher secondary school (classes 9–12). Only 3% of ITI trainers are certified.
In Kalahandi, which ranks 27 of 30 in Odisha for youth opportunity, the overall opportunity score is 41.4 out of 100. It trails the national picture on skilling enrolment per lakh youth at 12.6 and apprentices per lakh youth at 146.1.
