Khordha trains 497.9 youth per lakh under short-term skilling programmes, better than the typical district. 38.5% of young women aged 15 to 21 are out of education, behind the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
79% of registered enterprises are in services while 21% are in manufacturing. Only 8% of employment is in small and medium enterprises. 84% of school-age children are enrolled in higher secondary school (classes 9–12). Only 9% of ITI trainers are certified.
In Khordha, which ranks 1 of 30 in Odisha for youth opportunity, the overall opportunity score is 58.9 out of 100. It trails the national picture on women in the labour force at 33.4%. On skilling trainees who get certified at 93.6%, it sits close to the national mark.
