Ludhiana trains 527 youth per lakh under short-term skilling programmes, better than the typical district. 39.9% of young women aged 15 to 21 are out of education, behind the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
66% of registered enterprises are in services while 34% are in manufacturing. Only 11% of employment is in small and medium enterprises. 70% of school-age children are enrolled in higher secondary school (classes 9–12). Only 32% of ITI trainers are certified.
In Ludhiana, which ranks 2 of 23 in Punjab for youth opportunity, the overall opportunity score is 55.8 out of 100. It trails the national picture on women in the labour force at 32.4%. On skilling trainees who get certified at 96.9%, it sits close to the national mark.
