Patiala trains 845.4 youth per lakh under short-term skilling programmes, better than the typical district. 40.1% of young women aged 15 to 21 are out of education, behind the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
75% of registered enterprises are in services while 25% are in manufacturing. Only 5% of employment is in small and medium enterprises. 65% of school-age children are enrolled in higher secondary school (classes 9–12). Only 29% of ITI trainers are certified.
In Patiala, which ranks 9 of 23 in Punjab for youth opportunity, the overall opportunity score is 53.5 out of 100. It trails the national picture on women in the labour force at 41.9%. On skilling trainees who get certified at 95.8%, it sits close to the national mark.
