Warangal trains 255.9 youth per lakh under short-term skilling programmes, close to the typical district. 20.5% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
84% of registered enterprises are in services while 16% are in manufacturing. Only 2% of employment is in small and medium enterprises. Only 42% of school-age children are enrolled in higher secondary school (classes 9–12). Only 47% of ITI trainers are certified.
In Warangal, which ranks 8 of 33 in Telangana for youth opportunity, the overall opportunity score is 48.6 out of 100. It runs ahead of the national picture on women in the labour force at 56.6%. On skilling trainees who get certified at 90%, it sits close to the national mark.
