In Mathura, 36.5% of young men aged 15 to 21 are out of education, close to the typical district. 42.9% of young women the same age are out of education, behind the typical district. The NIOS Study Centre offers this group a second chance to finish schooling outside the regular system.
71% of registered enterprises are in services while 29% are in manufacturing. Only 4% of employment is in small and medium enterprises. Only 58% of school-age children are enrolled in higher secondary school (classes 9–12). Only 43% of ITI trainers are certified.
In Mathura, which ranks 21 of 75 in Uttar Pradesh for youth opportunity, the overall opportunity score is 45.1 out of 100. It runs ahead of the national picture on secondary school enrolment in classes 9 to 12 at 74.4% and youth unemployment aged 15 to 29 at 8.4%. On class 9 pupils at grade level in maths at 34%, it sits close to the national mark.
