Meerut trains 464.4 youth per lakh under short-term skilling programmes, better than the typical district. 39.2% of young women aged 15 to 21 are out of education, behind the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
64% of registered enterprises are in services while 36% are in manufacturing. Only 5% of employment is in small and medium enterprises. Only 50% of school-age children are enrolled in higher secondary school (classes 9–12). Only 42% of ITI trainers are certified.
In Meerut, which ranks 5 of 75 in Uttar Pradesh for youth opportunity, the overall opportunity score is 49.8 out of 100. It trails the national picture on women in the labour force at 17.6%. On skilling trainees who get certified at 95%, it sits close to the national mark.
