Varanasi trains 559.8 youth per lakh under short-term skilling programmes, better than the typical district. 29.4% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
60% of registered enterprises are in services while 40% are in manufacturing. Only 5% of employment is in small and medium enterprises. 62% of school-age children are enrolled in higher secondary school (classes 9–12). Only 27% of ITI trainers are certified.
In Varanasi, which ranks 8 of 75 in Uttar Pradesh for youth opportunity, the overall opportunity score is 49.1 out of 100. On skilling trainees who get certified at 96.3% and women in the labour force at 44.5%, it sits close to the national mark.
