Youth education in India: enrolment, learning outcomes, and the secondary gap

Universal enrolment at the primary level coexists with a steep drop-off after Class 8. National Achievement Survey results in mathematics and English remain low, and the gap between the best and worst performing states is wide.

India has 36 states and union territories and roughly eight hundred districts. Of a total population of about 140.13 crore, 41.24 crore are between 15 and 29.

In the Class 10 National Achievement Survey 2021, students averaged 37.4% nationally. 43.0% in English. 31.9% in mathematics. secondary enrolment in classes 9 to 12 is 57.4%.

Best Class 10 average performance is in Punjab (54.3%), Chandigarh (54.2%), Puducherry (47.2%). Lowest is in Chhattisgarh (31.5%), Uttar Pradesh (32%), Tamil Nadu (34.9%).

Highest secondary enrolment in classes 9 to 12 is in Chandigarh (92.3%), Goa (91.4%), Kerala (82.6%); lowest is in Dadra And Nagar Haveli And Daman And Diu (38.3%), Bihar (41.4%), Uttar Pradesh (46.5%).
