Jammu trains 625.3 youth per lakh under short-term skilling programmes, better than the typical district. 24% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
87% of registered enterprises are in services while 13% are in manufacturing. Only 7% of employment is in small and medium enterprises. 70% of school-age children are enrolled in higher secondary school (classes 9–12). Only 41% of ITI trainers are certified.
In Jammu, which ranks 7 of 20 in Jammu and Kashmir for youth opportunity, the overall opportunity score is 54.1 out of 100. It trails the national picture on women in the labour force at 42.8%. On skilling trainees who get certified at 95.5%, it sits close to the national mark.
