Samba trains 1,078.6 youth per lakh under short-term skilling programmes, better than the typical district. 24% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
81% of registered enterprises are in services while 19% are in manufacturing. Only 8% of employment is in small and medium enterprises. 70% of school-age children are enrolled in higher secondary school (classes 9–12). Only 23% of ITI trainers are certified.
In Samba, which ranks 1 of 20 in Jammu and Kashmir for youth opportunity, the overall opportunity score is 57.6 out of 100. It trails the national picture on women in the labour force at 42.8%. On skilling trainees who get certified at 96.6%, it sits close to the national mark.
