Madurai trains 237.2 youth per lakh under short-term skilling programmes, behind the typical district. 24.3% of young women aged 15 to 21 are out of education, better than the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
75% of registered enterprises are in services while 25% are in manufacturing. Only 5% of employment is in small and medium enterprises. 73% of school-age children are enrolled in higher secondary school (classes 9–12). Only 12% of ITI trainers are certified.
In Madurai, which ranks 12 of 38 in Tamil Nadu for youth opportunity, the overall opportunity score is 52.4 out of 100. On skilling trainees who get certified at 95.7% and women in the labour force at 49.4%, it sits close to the national mark.
