Vellore trains 472.3 youth per lakh under short-term skilling programmes, better than the typical district. 32.6% of young women aged 15 to 21 are out of education, close to the typical district. The Jan Shikshan Sansthan focuses non-formal skilling on dropouts and women who need a route back into livelihoods without returning to a classroom.
70% of registered enterprises are in services while 30% are in manufacturing. Only 4% of employment is in small and medium enterprises. 65% of school-age children are enrolled in higher secondary school (classes 9–12). Only 44% of ITI trainers are certified.
In Vellore, which ranks 6 of 38 in Tamil Nadu for youth opportunity, the overall opportunity score is 55.8 out of 100. It trails the national picture on women in the labour force at 37.7%. On skilling trainees who get certified at 95.5%, it sits close to the national mark.
